Her deep historical knowledge of the neighborhood and her commitment to fiscal responsibility ensure that our HOA remains financially sound and focused on the essential needs of our 148 homes.

Cesar is a long-standing and dedicated member of the Loch Ness community, having served the Association alongside Miriam and Manny for many years. As Assistant Treasurer, he provides essential historical continuity and a deep commitment to the Association’s financial stewardship, ensuring our community’s resources are managed with the care and experience that comes from years of local service.

The Officers of the Loch Ness Homeowners Association Board are elected volunteers responsible for managing the day-to-day governance, financial integrity, and operational maintenance of our 148-home community in accordance with Florida Statute §720 and community bylaws
📋 General Board Expectations
- Term & Governance: Officers serve voluntary terms as outlined in the Association Bylaws and must complete the required Florida HOA Board Certification.
- Meeting Attendance: Attendance at scheduled Board of Directors meetings and the Annual Membership meeting is required.
- Fiduciary Duty: All officers act in good faith to protect community assets, maintain property values, and serve the best interests of all Loch Ness residents.

Purpose: Required by Florida Statute §720.3085 before the HOA can levy any fines. This committee conducts hearings when a homeowner is alleged to have violated HOA rules or covenants.
Time Commitment: As needed (typically 1–4 meetings per year). Meetings scheduled with 14 days’ notice.
Responsibilities:
• Review alleged violations presented by the Board
• Conduct fair hearings where homeowners can present their side
• Determine whether violations occurred and whether fines should be imposed
• Act independently from the Board (cannot be board members or immediate family).

Purpose: Ensures all exterior modifications to homes comply with the HOA Declaration of Restrictions and maintain the neighborhood’s aesthetic standards.
Time Commitment: 2–4 hours per month (varies based on application volume).
Responsibilities:
• Review applications for exterior changes (paint, roofs, fences, additions, etc.)
• Approve or deny applications based on Declaration guidelines
• Respond to homeowners within 30 days of receiving complete applications
• Conduct periodic neighborhood inspections to identify violations

Purpose: Plans and executes community-building events and activities that bring neighbors together.
Time Commitment: 3–5 hours per month (more during event planning weeks).
Responsibilities:
• Brainstorm and plan community events (movie nights, ice cream socials, holiday gatherings, etc.)
• Coordinate logistics (venue, permits, vendors, volunteers)
• Promote events to residents via email, website, and social media
• Manage recurring programs (Loch Ness Walk Group, yoga by the lake, running club)

Student & College Volunteers
Looking for Community Service Hours? Loch Ness HOA proudly supports local students and college applicants. You do not need to be a homeowner to help! We offer certified community service hours for:
- Digital/Social Media assistance.
- Community cleanup and “Green Initiatives.”
- Event setup and coordination.
- Administrative support for Board meetings.
Typical Time Requirements & Florida Law
Per Florida Statute Chapter 720, committee meetings are open to all members and must be properly noticed.
- Active Duty: Most roles require only 1 to 3 hours per month.
- Flexibility: As a volunteer-run association, we value your time and offer flexible remote options for most administrative committee work.
